Yes.

Each user has there own configuration stored in their home directory.
On my computer, .xinitrc defines what starts when X is started.
One user may have /opt/kde/bin/startkde, another exec twm.

Redhat used to auto start the GUI admin tools for a root login. If you
use KDE, put them in the autostart folder, add them to .xinitrc or
whatever file, or start them and exit KDE letting KDE's session
managment start them each time.
