Hard to be sure, but sounds like a DNS problem.
1. See if you can ping to a host that you know the IP *address* for, using
it to bypass name lookup. If you can, but you can't ping the same host by
name, then DNS is a good bet. (Oh, some ISPs block pings; if yours does, try
telnet or ftp or a Web connection by number.)
2. Make sure the ISP's DNS servers are in your /etc/resolv.conf file. Or, if
you run named yourself, make sure its list of root servers is up to date.
