Try to edit your $HOME/.netscape/preferences.js!
At these lines:
user_pref("network.hosts.pop_server", "YOUR_POP_SERVER");
user_pref("network.hosts.smtp_server", "YOUR_SMTP_SERVER");
put the names of Outgoing Mail Server and Incoming Mail Server.
Then try again to start Netscape.
If not working, take a look if you have "named" daemon initialized. If
you have that, kill this daemon and try again.
