I didn't look closely enough at your prior message, I regret to say, so this
is only a guess: you may need to set the suid bit on halt. Assuming it is
already set for mode 755, you do this (as root) with the command "chmod +s
/sbin/halt".

Having given that advice, I feel obliged to note that use of suid is always
a *potential* security risk -- so evaluate your situation carefully before
using it in any non-standard situation.

If you have it, you might also look at the program "sudo".
