Try: chmod a+s /sbin/halt 

This will give suid to all...and this is not a good idea...

You can also use CTRL+HALT+DEL to reboot your computer. If you want
to halt it via CTRL+HALT+DEL, replace the -r by -h int he shutdown line 
int the /etc/inittab filke
