To qoute the README found in /usr/doc/lilo

   LI   The first stage boot loader was able to load the second stage boot
    loader, but has failed to execute it. This can either be caused by a
    geometry mismatch or by moving /boot/boot.b without running the map
    installer.

Check that you BIOS has the same disk parameters as linux detects when you
boot with your bootdisk.
If thats not the problem, it could be something to do with you having lilo
boot /dev/hdc, in that case read the README from the beginning, there is a
section about your situation.

You could install lilo onto a disk for a temperory solution.
Another thing to try is the "linear" option in lilo, thats also explaned
in the README.
