To set the SUID on, log in as root, change to /usr/sbin
and execute "chmod +s pppd"
I'm not sure exactly what SUID is, but that's what's needed.
If I understand your question correctly, the default dir for kde home
directory is "/opt/kde/etc/skel". You can give new users this default
directory by issuing "usekde" in their home directory.
