Hello, 
I recently installed a PCI modem on my system, not a winmodem 
or anything, but linux failed to detect it, on bootup only tty0 
(mouse) was initialised. After much tweaking, I went into the 
systems' BIOS, and changed;

PNP Aware OS : YES 

to NO instead. 
The next time I loaded Linux, it found the modem on tty1 without 
me doing anything else. Mind you, this is on a completely different 
system, but you asked for suggestions, and if it works then it's 
worth it.
