I'm pretty sure that in step 3, you wrote the port address wrong -- I think
setserial wants you to you just write e400 (or maybe even 400; I've never
heard of port e400), not 0xe400 (it assumes the address is in hex, which is
what the 0x means).

I'm seeing some discussion of the possibility that ALL pci-based modems are
Winmodems, and the lists I use to check don't list ANY real modems that are
PCI. So on the one hand, this might concern you, but on the other, if you do
get this to work, it will be nice to have identified at least one confirmed
PCI non-HSP modem.
