ftp and telnet are "services" that are not typically run on NT workstation 
and I don't think that you can (correct me if I'm wrong). If you are using 
NT server you have to set up a default FTP site through IIS. As for telnet I
don't think it comes standard with NT 4.0 but there are some third party
products that you can purchase.
