   This is not a bug, it's a feature! :-)  Believe me, you do not want to
allow root logins through telnet.  That is a massive security hole -- a
problem waiting to happen.

   A much better tactic is to log in as a regular user, and then use the "su"
command to assume root privileges.  If you don't have su installed, it should
be packaged and there are several variations of the su command around.

   If you insist on violating this security *feature*, you, of course, can. 
While I'm not sure about RedHat, on Debian GNU/Linux one can disable this in
the /etc/login* config files.
