I don't know about the PnP stuff, so I'm assuming you've got that part right
and you have a working, real (non-HSP) modem where you say it is. In that
case ...
You do want to configure a /dev/ttyS* port to that ITQ/IO Port combo -- it
combines the (default) IRQ for S2 with the IO of S3. So one thing to do is:
setserial /dev/ttyS3 irq 4
Then probe to see if setserial can find a UART type; enter
setserial /dev/ttyS3
and see if the response includes a UART type. If it did, your modem is
found. If not, you still don't have a working modem.
make sure that /dev/modem is a symlink to /dev/ttyS3
