You need to change one of the startup scripts, in RedHat the file
/etc/rc.d/rc.local, comment out the lines that overwrite /etc/issue at
boottime.... then save the changes.  Then, do this:

        # cd /etc

Open the file "issue" with your favorite editor, and change it to whatever
you want.
