I have not seen any replys to this mail so here goes.

1) check ifconfig before and after a ping session to the windows machine to
see if the amount of sent and or recieved packets increases after trying.

2) Is the windows machine defined in /etc/hosts if not try;
ping -c3 192.168.1.3 (if you havent already)

3) A possable DNS problem as per above.

4) Routing correct ??
route add 192.168.1.3 eth0  should do to get a route, check routes with the
route command.

5) if you have 'tcpdump' or any other "device packet watcher" use it to try
to assertain if packets are going in or out.

6) is the card connected with coax cable, if so is the T plug terminated
with a standard {50 ohm} terminator at both ends.

Those are things i would check for first. As to the windows machine i would
rather not comment as i have not "yet" tryed to link win9x to my linux
machines, however i will try tommorow, i have a friends machine here which
he says won't work and describes just about the same situation as you.
