Slackware 3.4 included bzip2, so I expect most distributions will have
it, and there should be a man page. AFAIK, a tar file is a tar file.
So, you can either bunzip it, then tar -xf the resulting tar, or use the
--use-compress-program bzip2 with tar -xf. Or
bzip2 -cd <tar.bz2file> | tar -xf -
The patch file _should_ have instructions at the beginning how to apply
it.
