It's been some time since I've needed to do this, but as I recall, I just
ran mformat without any parameters and it did fine for a 1.44 M floppy. If
not, you have two options:

1. the file /etc/fdprm lists parameter values for many disk sizes.

2. There are many /dev entries for the floppy drives. Look at all the ones
that start with fd0. The values reflect different assumptions about drive
size. If you format and create the filesystem on /dev/fd0h1440 instead of
/dev/fd0, the /dev entry should supply the needed parameters.
