Its up to the user to configure his system for modules use, thats why its
empty, just about everything to do with modules is system spesific.

Realy the answer to your question is "why should it not".

If you were to read some documentation on modules then i can assure you that
you will see why it is done the way it is.

/usr/doc/*
           Modules-HOWTO.gz
                      ../mini/Kerneld.gz

'man depmod'
'man modprobe' or 'insmod'.
'man kerneld' for a technical explanation.

And of course you could ask question to the list, but its beter to read
first, as realy all answers are in the doc's.
