The make utility is in the d-set of installation images in Slackware.
But, the installation 'install' and 'pkgtool' should, as I recall, be in A
or AP. The installation packages in Slackware are all already in binary
form and do not need the d-set, development system to install. They may,
however, need the run-time libraries.

Just what you need, or what the install program tells you need to go
together.

No, see above. The standard Slackware installation images are already
compiled. Of course, if you want to install something not already
prepared, you may need to compile it.
