No "MKISS" in the kernel or loaded (made) as a module.

Its not a net-tools issue but an operator error.

You can go and get as many "kicks" as you want, however net-tools-1.33 will
not help you one little bit.

You MUST have CONFIG_MKISS either in your kernel or as a module.
