I'm assuming that you mean that you can logon to the net as root, but not as a
user?  The answer depends on how you're logging in. Don't use the control panel.
Get the ISP-HOWTO.  Otherwise, try setting the SUID bit on pppd, or making your
user account a member of pppusers
