Yes. But you should probably read through ISP-Hookup-HOWTO,
PPP-HOWTO, and maybe Modem-HOWTO.
Remember that not all users on a Linux system can do all things.
The system administrator (aka root, aka you) has to permit certain things
to certain users. In this case the user needs access to the modem, pppd,
and any dialing and login scripts.
A few man pages that might help would be:
man pppd
man chmod
man chgrp

Well, personally I'd like to see the whole world using Slackware
:-) but I don't think you need to dump your current distribution. What
you do need to do is read! Read docs, readme's, man pages, HOWTO's.
