Sorry, my previous reply got mangled.
This symptom is listed on Redhat's website under Errata for 5.1 

"Fixes problems that caused certain machines to not remove /etc/nologin 
after reboot. The symptoms of this would be that only root can login after 
a shutdown -r now."

The update is SysVinit-2.74-4.i386.rpm (for Intel, anyway) on their ftp 
site - /pub/redhat/updates/5.1/i386.
