Hey! Did you hear what Ted Gervais was saying on Apr 14 ?

pkgtool is a symlink to /usr/lib/setup/cpkgtool but there is also
a /usr/lib/setup/pkgtool which is the mono version. So maybe what's
happened is you've lost the symlink to cpkgtool. Just recreate it in
/sbin
