I am guessing you are using a floppy to move the file to your linux box?
That sounds more like a permissions problem. Try rpm -qp and see if you
get permission denied. For some reason, rpm -i reports permission
denied as "error: cannot open file <file name>". If this is so, you can
change root's umask when it mounts the floppy such that the user who is
trying to install the rpm can at least read it.
This is all a tower of conjecture, of course, based on what little you
have told us. :-)
