I believe it's more for registry entries than anything else.
Technically it could allow modem vendors to add specific enhancements to
the hardware that the drivers recognize. However, it seems more geared
to Mr. WindowsUser who would much rather select U.S. Robotics sportster
than com2 when he tries to setup dialup networking.
