NOt seeing any other replys to your question, I wonder if perhaps
Windows now formats floppies  so that one has to use vfat rather than
msdos.  Try the mtools to see if you can access your floppy that way.
mdir should read the directory system on floppy in drive a:
If you want a boot floppy without a boot loader such as LILO then try
to rdev your boot image for the floppy drive before placing it on that
floppy.
