Unless whatever partition /home is on is full beyond the limits of
decency and you are operating on the last 5% normaly reserved for root,
it looks like maybe the system administrator has it in for bev and has
made somebody else the owner of her home directory.
Or perhaps (this is improbable, but easy to check) stuffed up her
~/bash_profile to give her a umask of, say 222 so she can't create files
in a directory she has created. You can check or change umask with
umask, but the system administrator will have to chown bev /home/bev if
that is the problem. Maybe look in /etc/passwd to see if her home
directory is really /home/bev? I don't use kde, so I have no idea why
it wants to create magic and is upset if it can't, but the other popular
reason you can't create a file is that it already exists.
There are so many things that can be wrong, it is a wonder anything ever
works :-). Particularly during the system administrator's OJT.
