This is just a guess ... but I wonder if the problem might not be the init
string. What speed is the serial port set at? If I recall correctly, a modem
will not run at a line speed higher than the speed of the serial port it is
connected to. So if the port is set for 38400 bps (a common default value in
apps), that will hold the modem down to 33.6.

You can use the spd_vhi option in setserial ("man setserial" for details) to
force the serial port speed to 115200 kbps (assuming the server and UART
support that speed).
