I think you do need the kernel development files. Also, you need make,
which is in an rpm by itself. You don't need to rerun setup to
install the things you missed the first time through. You can use rpm
to install individual packages once you have a working system. If you
missed "make", you might have missed binutils also, which you need to
link _anything_, and bin86, which you need to build the kernel's
bootloader. And of course, gcc or egcs, and glibc-devel*. :-)
