Granted my experience is limited but I have never heard of a window
manager that cannot run certain programs.

It depends on your setup, but the config files are .Xclients and
.xinitrc (there are others) These are text files, and the window
manager(or GNOME KDE thingy) to execute is placed in this.

Edit a text file or use GNOME (or KDE) to add it to a menu, drawer or
panel.
