I have such a machine, if i plug the keyboard back in it works fine, it does
not matter if it was absent for one day or one month, as to no prompt, thats
possably because setterm is blanking the screen and waiting for a key stroke
from a keyboard which it is not getting, so therefore you will not see the
prompt.

As to why the keyboard did not work, all i can say is it should, unless your
running some old kernel where there were problems with machines with no
keyboard, but that i doubt.

Anyway, there is no real need to have direct access to a machine if you know
the root passwd, you can always access it remotely.
Before my comments bring up "the security thread issue" use ssh, if its not
on the remote machine then it should be.
