This is not quite right.  One may certainly have a reference to a SCSI
cdrom in /etc/fstab.  Mine has the entry
 
/dev/scd0       /cdrom      iso9660     noauto,user,ro

Any user (just me, really) may then execute 'mount /cdrom', or 'umount
/cdrom'.
