You can set ppp up so you don't have to be root to connect to the Internet
via ppp. See Bill Unruh's document "How to hook up PPP" at
http://axion.physics.ubc.ca/ppp-linux.html#Automation
Check the document's index for the section titled "Automation".
Bill's document is the most beneficial one I've see on the web for setting
up ppp access in Linux.

That's no error. Only root may connect to the Internet via ppp and not a
user. Don't forget that connecting to the Internet is an administration
task.
