Before I get to the substance of your questions ... for future postings to
this list, please turn off the "add html copy" feature of your e-mail
software. Anyone who is likely to be able to help you here knows how to read
ascii, and some of us find the extra clutter in the messages annoying.

You don't say if you are able to telnet successfully to the Internet using
IP addresses rather than hostnames. This is a basic question. If you can,
then the problem is almost certainly with DNS. If you can't, then the
problem is with basic connectivity. So I'd suggest you clarify this, with
regard to both telnet and ping.

Next, what happens if you remove the entry for the local, caching DNS server
from resolv.conf? This should force the resolver to use the ISP's nameserver.

Next, do you know the ppp link is working properly? Can you ping (by
address) the server on the ISP end of the link from the server that runs the
ppp connection (cygnus)? 

Finally, do you know that the ISP's nameserver is functioning? Can you ping
the ISP's nameserver (209.90.128.2) by address? (I can't successfully
traceroute to it from here, so its availability may be a problem.)
