I can ping and telnet to the Internet with Cygnus (gateway) both with
name and number format. I _cannot_ ping in any way with Nebula (client).

Same as above

Yes from Cygnus, no from Nebula.

The nameservers at my ISP do not respond to pinging, but other machines
that I know the _name_ of do respond and their numbers are resolved.

i.e.:

PING indus.globalserve.net (209.90.128.8): 56 data bytes
64 bytes from 209.90.128.8: icmp_seq=0 ttl=253 time=144.5 ms
64 bytes from 209.90.128.8: icmp_seq=1 ttl=253 time=140.3 ms
64 bytes from 209.90.128.8: icmp_seq=2 ttl=253 time=130.5 ms
64 bytes from 209.90.128.8: icmp_seq=3 ttl=253 time=140.3 ms
64 bytes from 209.90.128.8: icmp_seq=4 ttl=253 time=140.3 ms

--- indus.globalserve.net ping statistics ---
5 packets transmitted, 5 packets received, 0% packet loss
round-trip min/avg/max = 130.5/139.1/144.5 ms
