Yes there is a way, and I'll explain it in a moment. But not before
cautioning you that allowing root logins from telnet creates a security
hazard and is usually blocked for that reason. You need to decide for
yourself what security you need on your host ... so use your best judgment here.
root can log in only from devices listed in the file /etc/securetty . To log
in from telnet, you need to add the telnet devices to this file. "man
securetty" for details. (the telnet devices are ttyp* and ttyq*, BTW.)
