Most distributions turn this off by default (for obvious reasons).
There are three main options:
1) Turn on telnet permissions for root. I was going to name the file
that allows this, but now I can't think of it. Anyone?
2) Telnet as a regular user and then "su" to root.
3) Install ssh.
