HTML and CGI are both extremely easy, so an engineering student
shouldn't have any trouble figuring it out.

As for a web-server, it's pretty darn simple.  I'm running RedHat and
here's all I did:

rpm -i apache-version-info.rpm
/etc/rc.d/init.d/httpd start

Then just point a web browser at the server and viola! you have a
webpage (there is a sample already there so you'll know it worked).
