What userid are you logging in as? If it's "root", the problem is that a
standard configuration blocks telnet logins from the root account (as a
security measure). You have to telnet in as an ordinary user and su to root
(or change the security feature; not a good idea, usually).
If you get the login: prompt, the problem is NOT in hosts.allow -- that
would stop the connection at the telnet level, not the login level.
