I quote from the description in the emacs rpm (you should be able to get
this with rpm -q emacs :-)
This package includes the libraries necessary to run the emacs editor -
the actual program can be found in either the emacs-nox or emacs-X11
packages, depending on whether you use X Windows or not.
I think you are missing at least one rpm.
