A Linux kernel prints out the message
"Kernet panic: VFS Unable to mount root fs on 03:02"
if it doesn't find out a file system on a device which is root (but not
only in this case!).
So, the most probably you didn't change the "lilo.conf" file (see /etc).
If so, its Linux section still contains old 'root':
   root = /dev/hda2
whereas you boot from /dev/hdb2.

It is better not to change the above string in 'lilo.conf' but to add new
Linux section
with new "label =" and "root ="
that gives options to boot from more than one hdd or/and partitions.
