These are octal numbers. Each file has permissions for owner, group and others.
Each permission group can be read, write and/or execute.

Read is 4, write is 2 and execute is 1. Just add these up for each group. For
example, to make something "rwxrwxr-x", you would use the number 4+2+1 - 4+2+1
- 4+1, or 775. Remember that you need execute permission to change into
directories.
