http://peloncho.fis.ucm.es/~inaky/uusbd-www is a linux to the current
project to support usb under linux. I don't think support for usb
modems is prefected yet, since it is still in early development.
External serial modems work great, I haven't seen one yet that wouldn't
work, it is a sure bet.
