There are many ways to invoke pppd, and I don't know the one you are using.
I normally use the procedure described in the PPP HowTo, which involves:

1. Creating a script called ppp-on that provides configuration information
to pppd, which in turn invokes chat.

2. Creating a script called ppp-on-dialer that contains a chat script
similar to the one you're using, but with a bit more modem control in it.

Samples of both scripts are in the PPP HowTo and may even be on your
installation (Slackware, the distribution I use, includes both).

Let me take a crack at your approach, but beware that I'm guessingin places.

1. Put the pppscript file in /usr/sbin and make it executable with the command
        chmod 700 /usr/sbin/pppscript
Do this as root.

2. Put the chatfile in the same place. It doesn't need to be executable, so
you can use
        chmod 600 /usr/sbin/chatfile 
for it.

3. In pppscript, change the last two lines to read:
        exec pppd -detach silent modem crtscts /dev/modem \
        defaultroute connect /usr/sbin/chatfile

Note the backslash on the first line; it's needed to tell the shell that the
second line continues the first and is not a separate line to execute.

4. Depending on the details of your connection to your ISP, you may: 

        A. need to add more arguments to the pppd invocation,such as modem
speed, the Ip addresses at both ends, and other stuff a bit too complex to
describe here concisely. (Again, look to the PPP HowTo for a model.) a
 
        A. need a different chatscript -- there are 3 ways to authenticate,
and your chatscript assumes your ISP wants userid/password authentication,
not PAP or CHAP.

5. Make sure the sylink /dev/modem exists and points to the serial-port
device that has your modem on it. RH should have prompted you to set this up
during installation, but if it didn't, you'll need to figure out which
serial port the modem is on and enter a command of this sort:

        ln -s /dev/ttyS0 /dev/modem

replacing S0 with the right device designator for where te modem actually is.

Honestly, although I've tried to explain a lot of this here, your best bet
is to read the PPP HowTo vefore you try to move ahead. The explanations
there are written with a good bit more care than I can manage in an e-mail,
especially when I'm sleepy.
