Netscape's bookmarks are saved as ~/.netscape/bookmarks.html
so I guess you could concatenate the Windows ones into this.
cat /mount/windows_hd/netscape_dir/bookmarks.html >> \
~/.netscape/bookmarks.html
Or something like that. Then remove the duplicates...
