I've had this problem too.  The problem is (I think) that printtool,
when restarting lpd, shuts it down but doesn't actually restart it.  I
no longer use the printtool lpd restart option, I just do it from the
CLI.  Here's how on RH 5.2: 

/etc/rc.d/init.d/lpd restart

OR to just stop or just start:

/etc/rc.d/init.d/lpd stop
/etc/rc.d/init.d/lpd start
