You need to read the DNS-HOWTO. This should be available on your
machine in /usr/doc/HOWTO (if you have the documentation packages
installed), or at http://metalab.unc.edu/LDP and look for a link to the
HOWTO's.
As regards the specific question you asked, usually one runs it
through the system startup scripts. This depends on the distribution
you are using and might be in /etc/rc.d or in /etc/init.d.
