Do you have entries for them in /etc/fstab, including the option user?
If so, a user may specify to mount _either_ the device name, or the
mount point, but not both, and not any other option, or mount assumes
the user is trying to override the fstab entry, which indeed only root
may do. So you may also have to change the way it's set up in kde.
