How-to "howto" files???

How does one use the "how-to" files that get loaded into the system? I know
how to start up a man page, but I've never seen the "how-to" files used.
I've been using Linux since mid-January and that's one thing that's slipped
by me... I don't even know where the how-to files are located, much less
what's covered! :-)
