1 - type "locate HOWTO | less"
1a - if locate says something about the database being out of date
        type (as root) "updatedb" then do step 1
2 - you'll see all the HOWTOs, choose the one you want to look at and
        type "q" to exit from the listing
3 - type "less /path/to/HOWTOs/<howtofile>-HOWTO.gz" 

Obviously don't type the quotes in any of the above steps.

The HOWTOs are usually somewhere in /usr/doc.  On my system (Slackware 
3.6) they are in /usr/doc/Linux-HOWTOs/
